Why Mobile Home Water Heaters Must Be HUD-Approved

A mobile home approved water heater costs roughly two hundred dollars more than the identical-looking unit stacked next to it at the hardware store, and every year people decide that difference is a marketing invention.

It is not. It comes from a specific requirement in federal law, it changes how the appliance is built, and the reason behind it is carbon monoxide.

The rule, quoted

The requirement lives in 24 CFR 3280.709, part of the HUD Manufactured Home Construction and Safety Standards. Subsection (d)(1) requires, for fuel-burning appliances other than ranges, ovens, clothes dryers and solid-fuel fireplaces, complete separation of the combustion system from the interior atmosphere of the home.

It then gives two ways to satisfy that:

  1. A direct vent system, which the regulation itself calls a sealed combustion system; or
  2. Installation in an enclosure with no openings communicating with the interior, with all ducts sealed.

Two neighbouring sections fill in the rest. 3280.707 requires heat-producing appliances and their vents to be listed or certified for residential use by a nationally recognized testing agency. 3280.703 sets the product standards: gas storage heaters up to 75,000 BTU/hr must meet ANSI Z21.10.1, larger units ANSI Z21.10.3, and electric storage units UL 174.

One footnote worth knowing, because it causes arguments: some manufacturer literature still cites this requirement to section 3280.707(d), an older numbering. In the current Code of Federal Regulations, 3280.707(d) covers energy efficiency, and the sealed-combustion language is in 3280.709(d)(1). The requirement is the same; only the address moved.

What sealed combustion actually means

An ordinary atmospheric water heater sits open at the bottom. It pulls the air it burns from the room around it and pushes exhaust up a flue that relies on natural draft.

A sealed combustion unit has a closed firebox. It draws air from outdoors through a dedicated intake and pushes combustion products outdoors through a separate vent. No air is exchanged with the space you live in, in either direction.

Bradford White’s own specification sheet for its manufactured housing model describes it plainly: a closed combustion type in which all combustion air is supplied from the outdoors and all combusted gas products are vented directly to the outside.

Why it matters more here than in a house

Three things stack up in a manufactured home.

The envelope is tighter and the incidental air leakage lower than in an older site-built house, so there is less spare air.

The heater lives in a small closet rather than a basement, so the volume of air immediately available to it is small.

And the exhaust appliances are powerful relative to the house. Run a bathroom fan, a range hood and a clothes dryer together and you can pull the interior negative enough that an atmospheric heater’s flue reverses. That is called backdrafting, and what comes back down the flue is carbon monoxide.

The regulation does not explain its own reasoning — regulations rarely do — but that is the mechanism every inspection source describes, and it is why the fix chosen was separation rather than a bigger vent.

Electric heaters, and the exterior compartment

Electric units have no combustion, so 3280.709(d) does not reach them. Sizing is a separate question. They still have to carry the UL 174 listing, meet the efficiency requirements, and be installed with the drip pan and strapping the standard requires. “No flame” does not mean “any unit will do.”

A heater in an exterior compartment is the second compliance path in the rule itself. If the enclosure genuinely does not communicate with the interior and the ducts are sealed, an appliance that is not sealed-combustion can be used. That is how older manufactured homes handled it, with a compartment you could only open from outside. It is a real option, not a loophole, but it has to be built to that standard.

How to tell a mobile home approved water heater from the one next to it

Read the data label. A compliant tank carries wording along the lines of design evaluated by U.L. in accordance with part 3280.707 of the HUD Manufactured Home Construction Standards. A unit that does not qualify usually says so directly: “Not for use in manufactured (mobile) homes.”

Bradford White’s manufactured housing model states the reverse on its own sheet — certified for installation in a manufactured home only.

If neither sentence appears anywhere on the label or in the manual, treat the unit as not approved.

What about tankless?

This one surprises people. HUD has published specific guidance on tankless water heaters explaining that they do not meet several standards in the code that are written around a storage tank — the temperature and pressure relief valve requirement, the ANSI and UL product standards, and the drip pan rule.

The result is that a manufacturer must obtain Alternative Construction approval under 24 CFR 3282.14 before a tankless unit goes into a HUD-code home. That is a manufacturer-level process, not something a homeowner or a plumber can do on a Saturday.

What the difference costs

At the time of writing, a Rheem 40-gallon manufactured housing model listed at $789 at Home Depot, against roughly $579 for a comparable standard residential 40-gallon atmospheric unit. Call it a $200 premium, around a third more, for one brand and one size.

Against that: an insurer with a documented reason to contest a claim, a defect on an inspection report at resale, and a carbon monoxide risk in a small house. It is not a close call.

Common questions

Can I use a regular water heater if I add a vent?

No. Adding a vent does not make the combustion system sealed. The requirement is separation, not venting.

Does this apply to a pre-1976 mobile home?

The construction standard applies to homes built to the HUD Code from June 1976 onward. In an older home the federal rule is not what governs, but the physics of backdrafting in a small tight house has not changed, and installers and insurers apply the same logic.

Is the sticker enough, or does it need an inspection?

The listing is what the code requires. Whether your installation also needs a permit or an inspection is a state question, and the answer varies.
