Mobile home park rules exist because of one arrangement: in most parks you own the home and rent the ground beneath it. That split is the source of nearly every dispute. The lease governs the lot. The rules govern what you may do to your own home. They are not the same document, and people tend to find that out at the worst possible moment.
Those rules vary by state and by park. The areas that cause the most trouble are what lot rent does and does not include, exterior alterations, how much notice a rent increase needs, and what happens to the home itself if you have to leave.
